The debate over reservation policy hinges almost entirely on how we read the history. The standard reading of history blames it all on Brahmins, Manusmriti, and the caste system. But how did it all start? Who threw the first stone, and who made the first policy?
According to the Henry Venn documents from Xavier’s own correspondence, royal orders were lobbied for and issued: “Punish every Brahmin who would oppose the preaching of the Gospel.” This was not metaphorical. The Portuguese in Goa physically attacked and killed Brahmins.
By the 1931 census, the separation was formally complete. Tribal communities were officially listed as a religion separate from Hinduism across British India. Sixty years of work. Six censuses. Six different names for the same manufactured category. The legal identity vacuum was now fully established on paper.
You can suppress an armed uprising with police and courts. You cannot suppress six thousand people who have found their God again without anyone’s permission. That is what truly terrified the Church about Birsa Munda: not his bow and arrow, but his ability to make his people feel whole without a missionary’s approval.
An Indian company that writes brilliant software for a foreign platform gets paid well for the work. It almost never owns a slice of what that platform eventually becomes worth. This is the exact distinction Naoroji’s arithmetic always hinged on, not whether India earns money, but what kind of money it earns, and what kind slips past it entirely.
Dadabhai Naoroji wasn’t just saying the British took India’s money. He was showing, with the actual records, how an entire monetary system could make a growing, trading economy poorer with every transaction, legally, quietly, and year after year.
While Indian shipyards did construct some merchant tonnage under license regimes and subsidy schemes, the emphasis stayed on building capacity fot Navy and Coast Guard, not for the commercial global market. The long term result was that Indian commercial shipbuilding never developed the scale, supply-chain depth or export orientation that enabled East Asian yards to capture the world’s merchant fleet.
